Strategizing Digital Excellence: An Investigation into Leadership Capacity and Institutional Support in the Zambian Tertiary Sector

Abstract


A fundamental paradigm shift has been compelled by the speedy digitalization of the global academic landscape from traditional management to strategic digital governance. Despite accelerating infrastructure investments in Higher Education Institutions in Zambia, a persistent "leadership gap" frequently results in underutilized technologies and fragmented digital strategies. Grounded in the Technology Organization Environment framework (TOE), this research investigates the critical determinants of Information and Communication Technology leadership capacity and its role in catalysing substantive digital transformation in Zambia’s higher education Institutions. The study adopted an embedded Mixed-Methods Design. In this design, quantitative data served as the primary database to identify broad patterns of leadership capacity, while qualitative data (Semi structured-interviews) were embedded to provide depth and "thick description" regarding institutional barriers and support structures. The integration of these datasets occurred during the interpretation phase, where qualitative findings were used to triangulate and elaborate upon the statistical results, thereby enhancing the overall validity of the study. The quantitative descriptive-correlational design, utilized a structured survey administered to N=66 stakeholders to evaluate leadership variables through rigorous empirical measurement. Findings reveal a significant "policy-practice gap." While institutional policy alignment was rated highly (M = 3.70), it is systematically undermined by inadequate funding (M = 3.12) and high variance in pedagogical application (SD = 1.212). Inferential analysis using One Way ANOVA confirmed deep institutional disconnects across professional roles, particularly regarding ICT Integration in Teaching (F (4, 61) = 16.016, p < .001) and Staff Confidence (F (4, 61) = 8.440, p < .001). Conversely, a non-significant result for Administrative Efficiency (F (4, 61) = 1.973, p = .110) suggests a universal consensus on the success of "back-office" digital improvements. Pearson Correlation analysis identified staff confidence as the primary driver of successful integration (r = .665, p < .001), while general institutional performance showed a negligible link to daily pedagogical activities (r = .184). Qualitatively, the study engaged a diverse pool of stakeholders (N=20) to ensure a holistic view of the ICT landscape. The findings reveal the unique mix of recent digital acceleration (especially post-COVID) and with the rollout of the Higher Education Authority's digitalization guidelines alongside localized infrastructure and cultural realities. This study therefore, concludes that successful ICT integration is both a measurable outcome and human behavioural of leadership’s ability to bridge the "confidence gap" through targeted human capital development rather than mere hardware acquisition. It is recommended that HEI leadership move beyond symbolic policy compliance toward a substantive transformation by strategically aligning fiscal resources with pedagogical support.
