Examination of Zoning Plan Modifications and Effects on Whole Plan: Artvin Sample

Abstract


The practice of zoning is to organize the existing property based on the zoning plan within the limits and powers of the provisions of the law. However, as a result of unforeseen developments, there may be deviation from the framework provided by the plans. In this study; it is aimed to reveal the positive and negative effects on the plan unity of the zoning plan modifications (plan renovations), which is a tool for meeting the requirements that occur over time in the zoning plans. The residential areas on the borders of Artvin Municipality have been selected as the research area. In this context, an archive survey has been conducted in order to reveal the effects of the plan modifications containing seven districts on the whole plan. The results of the archive scan have been organized according to time, subject, and position, and tables and graphics have been produced. Classification and ratios of plan modifications according to the subjects is as follows: Construction form/order/area % 8.2, construction form/order/area and to add a storey %8.8, to add a storey %10.5, function change %19, formal change of parcel %5.4, area allocation %9.9, removal of allocation of area %1, road layouts %27.2, other %5.1, rejection %4.8. The highest rate of modifications is seen in road layouts. Plan modifications were made in the Çarşı District with a maximum rate of %25.17. The least modifications rate is in the Balcıoğlu District with %8.16. According to the plan modifications, it is seen that changes in the social and technical infrastructures (function changes) and to add a storey which increase the intensity are at the highest level. The Çarşı Restrict is the most affected by the modifications. The year 2016 is the year in which the plan modifications are made the most. It has been determined that the plan modifications affected the existing and foreseeing urban structure and intensity.
