Factors Influencing Public–Private Partnerships in Sustainable Infrastructure Development: The Case of Zuway Dugda Woreda

Abstract

The general objective of this study was to examine the factors affecting public–private partnership (PPP) in infrastructure development for sustainable urban growth, with particular reference to selected projects on climate change adaptation in lowland ecosystems in Arsi Zone, Ziway Dugda Woreda. A descriptive research design was employed. The study used simple random sampling to select employees within the organization, while judgmental sampling was applied to identify key informants involved in the climate change adaptation lowland ecosystem project. Data were collected through structured questionnaires administered to employees and semi-structured interviews conducted with organizational managers and human resource personnel. Both qualitative and quantitative data were gathered and analyzed using SPSS version 25 software. The findings of the study revealed that the implementation of PPP projects in the study area is affected by several challenges, including political instability, economic fluctuations, social constraints, inadequate technological capacity, and legal and institutional limitations. These factors significantly hinder the effective performance and sustainability of infrastructure development projects. Based on the findings, the study recommends that responsible bodies strengthen the performance of PPP initiatives by addressing the identified challenges. This includes improving technological capacity, enhancing stakeholder and community participation, and increasing awareness among communities and relevant actors involved in project implementation. Such measures are essential to ensure the effectiveness and sustainability of PPP-driven urban infrastructure development.
